§ 51.15 DEFINITIONS.
   For the purpose of this subchapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COMPOST. As used in this chapter, means the product:
      (1)   Produced by the process of composting vegetable matter and other types of organic material; and
      (2)   That may be used:
         (a)   As a soil conditioner;
         (b)   As a cover material for a solid waste landfill.
   COMPOSTING. The biological treatment process by which microorganisms decompose the organic components of vegetative matter and other types of organic material.
   DOMESTIC USE. That garbage or rubbish, as defined herein, generated by each single-family residence or residential dwelling unit within an apartment building inside the city limits. Structures with multiple apartment units will be limited to one toter for each rental apartment, but no more than four trash toters will be provided per structure unless grandfathered in at the onset of this citywide trash program.
   GARBAGE. All and every refuse accumulation of animal, fish, fowl, fruit, or vegetable matter that results from the preparation, use, cooking, retail or wholesale dealing in, or storage of meat, fish, fowl, fruit or vegetable, and shall include such materials wrapped in paper or its equivalent. It shall also include and mean tin cans, glass, bottles, and broken crockery, that have been used as food or beverage containers. It shall also include other non-commercial household items.
   HEAVY TRASH. Such materials as ashes, cans, metalware, broken boxes, wood, or litter of any kind, including specifically, but not by way of limitation: used building materials such as concrete, bricks, plastering lathes, timbers, or refuse of all kinds; worn out or cast off appliances, such as dehumidifiers, humidifiers, records and/or tape players, or other items of furniture or furnishings or appliances incidental to domestic use.
   TRASH TOTER. A hard, fiberglass-plastic trash collection container provided to all city residents. Toters shall have a serial number and remain property of the City of Rushville. Each toter shall have a lid capable of being closed on the toter. Once the toter is secured with a lid, the toter shall remain upright and shall provide for storage of residential garbage for city collection and be secured and free from animals, insects, and pests.
   YARD WASTE. Leaves, grass and weeds.
