(A) Exclusive right to remove garbage. The Common Council hereby grants an exclusive right to the City of Rushville to remove garbage from the premises of all persons within the city, and the exclusive right and license to transport garbage through, and along the streets, alleys, and thoroughfares of the city, and that such exclusive right and license be and the same is hereby granted to any person or persons having contract with the city for the collection of garbage after the granting of such contract to the lowest/best bidder therefor as prescribed by statute.

(B) Restrictions. It shall be unlawful for any person or persons not having the exclusive right or license granted in division (A) above to remove any garbage from the premises of any person within the city or to transport any such garbage over, through or along any of the streets, alleys, and thoroughfares thereof.

(C) Exceptions. The provisions of this chapter shall not apply to any person removing or transporting garbage from his or her own premises.
