The Utility Service Board of the city may provide, whenever it deems it in the best interest of the health and welfare of the city, the following:
(A) For the extension of water service lines and sanitary sewer service lines upon private property owned by others and developers, in order that such service shall be provided in a fashion that is more orderly and uniformed than has heretofore occurred;
(B) The cost of any such service line placed in service shall be paid by the owner or developer as follows: either within 60 days of such service being extended or in 12 monthly payments, plus interest at a rate of 10% per annum.
