(A) Terms and conditions of employment. Terms and conditions of employment of city personnel shall be established and maintained as set out in the following city personnel documents and publications:
(1) “Rules and Regulations Governing the Rushville Fire Department;” March, 1980; Board of Works and Public Safety;
(2) “Rules and Regulations Governing the Park Department;”
(3) “Rules and Regulations Governing the Street and Sanitation Department;” March, 1980; Board of Works and Public Safety;
(4) “Policy and Procedures - Rushville Police Department;”
(5) Ordinance 1982-14, passed 12-16-1982; i.e. mandatory retirement;
(6) Board of Works and Public Safety Minutes, 10-04-1977; i.e. residency requirements (amended as set forth in § 33.02);
(7) Board of Works and Public Safety Minutes, 6-04-1983; i.e. clothing allowance;
(8) Ordinance 743, passed 2-6-1934; Fire Chief appointment;
(9) Ordinance 1984-1, passed 1-17-1984; Police Reserve Force established;
(10) Ordinance 1984-6, passed 6-19-1984, amending Ordinance 1984-1; i.e. medical and hospitalization insurance for Police-Reserve Force;
