§ 32.71 COMPOSITION.
   The Plan Commission created by this chapter shall consist of seven members, all of whom shall be citizens and residents of the city, who shall be selected as follows:
   (A)   Three of the Commission shall be appointed by the Common Council, all three of whom shall hold some position in the city government. The terms of such members so appointed by the Common Council shall be co-extensive with their respective terms of office for which they shall have been elected or appointed unless the Council shall at its first regular meeting in each year appoint others to serve as its representatives upon such Commission.
   (B)   The Mayor shall appoint four citizen members of such Commission, not more than two of whom shall be members of the same political party. Such citizen members shall be qualified by knowledge and experience in matters pertaining to the development of the city. They shall hold no other office in the city government and shall be residents of the city. Such citizen members shall be appointed for a term of four years, as the terms of their predecessors expire.
   (C)   Pursuant to I.C. § 36-7-4-213 the Rushville Advisory Plan Commission shall designate a member from its membership to serve as an advisory, non-voting member of the Rush County Area Plan Commission and shall receive an advisory, non-voting member from the Rush County Area Plan Commission, if so appointed by the Rush County Area Plan Commission from its membership. As set forth in Indiana Code, such advisory, non-voting members shall be reciprocal between Rushville and Rush County and have the "privileges of membership, except the right to vote." Accordingly, they shall not count for purposes of determining a quorum.
