These rules may be amended by a majority vote of all members of the Common Council. All proposed amendments to the rules shall be referred to committee without debate, if there is a committee on said topic and if not, then to Council; provided, however, that no vote on any amendment or resolution to amend shall be taken until at least two weeks' notice shall be given to Council of such intended action. Both the old rule and the proposed rule amendment shall be set out in writing at the time of the two weeks' notice.
