Except as provided in I.C. 36-4-8-14, a warrant for payment of a claim against the city may be issued only if the claim is:
(A) Itemized and certified under I.C. 5-11-10-1;
(B) Approved by the officer or person receiving the goods or services;
(C) Filed with the city fiscal officer;
(D) Audited and approved by the fiscal officer; and
(E) Allowed by the city legislative body or the city board having jurisdiction over allowance of the claim. (I.C. 5-11-10-2, 18-1-6-11, 18-1-20-1, and I.C. 36-4-8-7.)
