(A) The Mayor shall appoint all standing and other committees of the Council as he shall deem necessary from time to time and designate the duties of each committee and members.
(B) The duties of the several committees designated by the Mayor shall be enumerated by the Mayor and the persons appointed to the committees shall be and take cognizance of and consider the matters at hand which are concerning the city which are indicated by the title of the committee so designated and all other matters which may be referred to them by the Mayor or by the Council.
