§ 30.20 DECORUM AND DEBATE.
   (A)   Any member desiring to speak shall address himself to the Mayor. He shall confine his remarks to the question under consideration. He shall avoid personalities and shall not impugn the motive of any member's vote or argument.
   (B)   When two or more members wish to speak at the same time, the Mayor shall recognize the member first to seek recognition.
