(A) The City Clerk shall be the Clerk of the Common Council. It shall be the Clerk's duty, as such Clerk of the Council, to keep the files and papers thereof, to make and keep accurate minutes and a journal of the proceedings, to enter the yeas and nays on the passage of every ordinance and resolution and on all other votes, whenever requested.
(B) The Mayor shall set an agenda for the regular and special meetings of the Common Council. Council members shall also, if they desire, submit in writing to the Mayor items they desire to be placed on the agenda, a minimum of 72 hours prior to the meeting, or a minimum of 42 hours prior to said meeting if an emergency exists. Said proposed agenda shall be delivered to each Council member a minimum of 48 hours prior to said meeting.
