§ 30.03 ELECTION DISTRICTS.
   (A)   The city does hereby establish the following districts and boundaries of districts within the city:
      (1)   District One. North boundary is north city limit; South boundary is 4th Street/Baltimore & Ohio Railroad; East boundary is east city limit; West boundary is centerline of Morgan Street from 4th Street to Park Boulevard, then centerline of Park Boulevard to Main Street, then centerline of Main Street to north city limit.
      (2)   District Two. North boundary is centerline of 3rd Street/United States Highway 52 from west city limit to Arthur Street, then centerline of 7th Street from Arthur Street to Morgan Street, then 4th Street/Baltimore & Ohio Railroad from Morgan Street to east city limit; South boundary is south city limit; East boundary is east city limit; West boundary is centerline of Arthur Street from 7th Street to 3rd Street, then west city limit from 3rd Street/United States Highway 52 to south city limit.
      (3)   District Three. North boundary is north city limit, South boundary is centerline of 3rd Street/United States Highway 52 from west city limit to Arthur Street, then centerline of 7th Street from Arthur Street to Morgan Street; East boundary is centerline of Morgan Street from 4th Street to Park Boulevard; then centerline of Park Boulevard to Main Street, then centerline of Main Street to north city limit; West boundary is west city limit.
      (4)   Two at-large Council seats. Extending through entire city.
   (B)   The legislative body shall be composed of a total of three members being one each from District 1, District 2, and District 3 and two members at-large as described herein.
   (C)   Each voter of the city may vote for two candidates for at-large membership and one candidate from the District in which the voter resides.
   (D)   The two at-large candidates receiving the most votes from the whole city and the district candidates receiving the most votes from their respective Districts are elected to the City Council.
   (E)   See map in Chapter 30, Appendix A to further demonstrate the boundaries of each District, One, Two and Three.
   (F)   IC 36-4-6-4 requires that third class cities either redistrict or recertify their current legislative body districts at the end of the second year after a decennial census has been taken.
      (1)   The City Council has chosen to recertify the existing current legislative body districts after finding that they are in compliance with having as nearly as possible equal population in each district so there is no necessity to change them.
      (2)   The City Council finds that the current legislative body districts are in compliance with IC 36-4-6-4 with having as nearly as possible equal population in each district and therefore, the legislative body districts will remain the same.
