3-9-3: LICENSES GRANTED BY COUNCIL:
The mayor and city council shall have the authority to issue to any person who is a citizen of the United States or who has resided in the state of Idaho for the period of at least thirty (30) days immediately preceding the date of such application and who is of good moral character and who has not been convicted of any crime involving moral turpitude or of a violation of any law prohibiting or regulating the sale of or possession of alcoholic beverages or intoxicating liquors, a license authorizing the licensee named therein to sell in the room therein definitely fixed and not elsewhere, bottled or draught and bottled beer at retail for consumption either on or off the premises.
