All licenses shall bear the date of issue, and shall expire on July 1 next following the date of issue, unless renewed. A license once issued, unless revoked as herein provided, may be renewed at any time during the month of July following its issuance on the payment of the fees herein provided if the person seeking renewal then holds a valid certificate of competency from the state of Idaho.
