Nothing herein shall be deemed to apply to the installation or maintenance of communication circuits, wires and apparatus; nor to any electrical public utility, or its employees, in the installation and maintenance of electrical wiring, circuits, apparatus and equipment by or for such public utility, or comprising a part of its plants, lines or system; nor to a person doing his own work on his own property, personally or through regularly employed maintenance electricians; provided, that all such persons shall comply with all applicable ordinances, rules and regulations in regard to electric wiring and installations.
