Theaters and moving picture shows are hereby permitted, in accordance with the request of a majority of the electors in the city made by petition presented to and filed with the council and mayor, to keep and remain open on Sundays in the city; provided, however, that the owner, proprietor and manager have complied or do comply with all other provisions of statute or ordinance relating to the conduct, operation or management of theaters and moving picture shows.
