In the case of default on the payment of any utility service bill from the city of Rupert, the utility deposit shall be credited to any unpaid balance on such bill. The total utility deposit shall be applied to each utility based on its balance relative to the total bill. If a delinquent customer, whose services have been disconnected, is reinstated prior to the account being closed, the amount, if any, then on deposit must remain intact and the deposit may not be used to pay the fees and costs associated with reconnection.
