10-7-8: HOUSES ON SEPARATE METERS:
The service pipes must be so arranged that the supply of water for each separate house or premises shall be controlled by a separate stopcock placed within or near the property line, and the water supply shall be measured by a meter, and the owner of the house or of the business must pay for all water used through such meter connection or connections for his use or the use of others to whom it may be accessible. In the event more than one residence or business establishment is currently being serviced through a single meter, each residence or business so serviced shall pay the prevailing monthly minimum water charge, which monthly fee shall be in addition to charges for all water used through such meter.
