Application for use of water must be made at the office of the city clerk on such form as shall be prescribed by the city clerk. Said application must be made by the tenant or owner of the property to be benefited and shall give information indicating the lot and block on which it is to be used and he must agree to conform to the rules and regulations established from time to time as a condition for the use of the water.
