A public library and reading room is hereby established in the city, under the provisions of title 33, chapter 26, Idaho Code, and for such purpose the city council shall annually levy and cause to be collected as other taxes are, a tax not exceeding five (5) mills on the dollar of the taxable property of the city, to constitute a library fund, which fund is hereby created, and shall be kept by the city treasurer, separate and apart from other monies of the city, and be used exclusively for the purchase of books, periodicals, necessary furniture and fixtures and whatever is required for the maintenance of such library and reading room.
