The city council is hereby authorized to designate such through streets, stop streets, one-way streets, safety zones, places where parking is prohibited, and no U-turn intersections, in and upon the streets of the city as shall be deemed necessary for the regulation and control of traffic, and shall cause appropriate signs, signals or other traffic devices to be placed and maintained upon such streets to give notice thereof, such to be done by duly adopting resolutions at regular meetings of the council and marked upon a map to be kept at the office of the city clerk for inspection by the public.
