Any owner or renter or lessee of a building or business who has been compelled to cause removal of such graffiti as set forth in section 8-8-5 of this chapter may petition the city council for waiver of cost and fees. Consideration for such waiver shall be made based upon income, ability to pay and any other criteria reasonably calculated to provide a basis for equitable waiver of any such costs and fees.
