This chapter shall apply to barbers, hairdressers and to all persons handling raw or cooked food, drink, meat, milk, candy or any other food or drink articles which are not received and dispensed in presealed, sanitary containers, and to all persons engaged in the handling, cleaning or dispensing of dishes, food and drinking equipment and utensils used in connection therewith; and the provisions for the enforcement of this chapter and the penalties provided herein shall apply equally to such persons and to any person who shall knowingly hire, employ or permit any person not meeting the requirements of section 7-2-2 hereof, to handle, clean, sell or dispense any such articles, equipment, containers, food or drink, or to engage in barbering or hairdressing.
