No employee of the city is authorized to sell, transfer or give away valuable personal property of the city without prior approval of the city council duly recorded in minutes of the council. The unauthorized sale or transfer of valuable personal property of the city shall be grounds for dismissal. Personal property shall be presumed to be valuable for the purpose of this chapter if it is disposed of by means other than being discarded as waste material at the sanitary landfill or similar approved depository for refuse.
