Any vacancies arising in the office of election officials shall be filled by the city council at any regular or special meeting called for that purpose. If such vacancy does not become apparent until the time for the opening of the polls, the duly qualified electors present may fill such vacancies from any electors present. (1960 Code, Sec. 1-1104)
