4-3-2: PERMIT REQUIRED, EXCEPTIONS:
It shall be unlawful for any person to do, or cause or permit to be done, whether acting as principal, agent or employee, any construction, installation, improvement, extension or alteration of any plumbing system, as the same is defined in section 3-4-1 of this Code, in any building, residence or structure, or service lines thereto in the City without first procuring a permit from the City authorizing such work to be done. Permits shall be issued only to a person, or to a firm, copartnership, association or corporation represented by a person holding a City plumbing license, except that permits shall not be required for plumbing work mentioned in section 3-4-3 of this Code; provided, however, a licensed plumber is hereby authorized, after making application for permit and pending receipt of permit, to proceed and complete improvements or alterations to plumbing systems when the cost of such improvement or alteration does not exceed five hundred dollars ($500.00).
A permit shall not be required for the clearing of stoppages or repairing of leaks in pipes, valves, fixtures, appliances or appurtenances of any plumbing system when such work does not involve or require any functional rearrangement of pipes, valves or fixtures comprising the plumbing system.
