Commercial solicitation without a permit or otherwise in violation of any of the provisions of this chapter, including failing to surrender a revoked permit, shall constitute a criminal misdemeanor and shall subject the offender to a fine of not more than $500 or imprisonment for not more than 30 days or a civil penalty under § 10.99 of this Code of Ordinances.
