§ 53.020 GENERAL PROVISIONS.
   NOTE: Provisions in this subchapter are derived in part from G.S. Chapter 160A, Article 19, Part 2.
   (A)   Development in the City of Roxboro may be subject to Neuse River Riparian Buffer Rules (Rule 15A NCAC 02B.0233) in addition to requirements of this chapter. Written authorization from the North Carolina Division of Water Quality may be needed for activities that are proposed to occur within the 50-foot Neuse River riparian buffer. Local watershed program approvals do not authorize activities with the Neuse River riparian buffer. Whenever conflicts exist between federal, state or local laws, ordinances or rules, the more restrictive provisions shall apply.
   (B)   No subdivision plat of land within the public water supply watershed shall be filed or recorded by the Register of Deeds until it has been approved in accordance with the provisions of this subchapter. Likewise, the Clerk of Superior Court shall not order or direct the recording of a plat if the recording of such plat would be in conflict with this subchapter.
   (C)   The approval of a plat does not constitute or effect the acceptance by the City of Roxboro or the public of the dedication of any street or other ground, easement, right-of-way, public utility line, or other public facility shown on the plat and shall not be construed to do so.
   (D)   All subdivisions shall conform with the mapping requirements contained in G. S. § 47-30.
   (E)   All subdivisions of land within the jurisdiction of the City of Roxboro after the effective date of this chapter shall require a plat to be prepared, approved, and recorded pursuant to this chapter.
