A. Compliance With State Requirements; Emergencies: The Village shall at all times comply with the requirements of the Illinois Municipal Code regarding the amounts (presently $25,000.00) and the process of letting, bidding and awarding contracts for any and all construction or public improvement projects, and Municipal supplies. The Village may purchase supplies, personal property, and services through a joint purchasing agreement as authorized by law and the Illinois Governmental Joint Purchasing Act 1 . The Village shall comply with the Local Government Professional Services Selection Act 2 . These provisions may be waived in the event of a true emergency or where bidding is impractical. B. Project Labor Agreement: The Village and its committees, departments and agents shall henceforth, with respect to any project exceeding the amount of ten thousand dollars ($10,000.00), regarding the construction, alteration, painting, or repair of its property, as a part of the specifications in regard to such construction, alteration, painting, or repair of its property, require that any successful bidder enter into the "Village of Roxana Project Labor Agreement for Development and Construction" (or as hereafter amended) (attached to the ordinance codified herein and marked as attachment 1), covering such construction, alteration, painting or repair projects, unless the Village or its committees, departments or agents make a written determination that, because of the circumstances of a project in question, the benefits of not requiring a project labor agreement substantially exceed the benefits of requiring such a project labor agreement.
