2-2-4: POWERS AND DUTIES:
   A.   Generally: The powers and duties of the recreation board are as follows:
      1.   They shall, as soon as practical after the first Monday in May each year, organize and choose a chair, secretary and treasurer from their number.
      2.   They shall originate a scheme of supervised playground activities in and for the village.
      3.   They shall examine all suitable sites for playgrounds and recommend the acquisition of such sites to the board of trustees that they deem in the best interest of the village, to serve as a playground either by purchase or lease.
      4.   They shall provide, maintain and conduct playgrounds and recreation centers and the buildings thereon, which include the power to maintain, equip and operate swimming pools. Should the recreation board maintain, equip or operate swimming pools, they shall further provide for the sanitation of the swimming pools and shall provide proper protection for the public in the use thereof. They may charge and collect reasonable fees for the use of the swimming pools to cover the cost of operation thereof.
      5.   The fiscal year of the recreation board shall correspond to that established by the village board of trustees. The recreation board shall prepare a proposed budget of their expenditures and submit that proposed budget to the board of trustees who shall have the final power of approval of that budget.
      6.   They shall be empowered to employ recreation leaders, center directors, supervisors, recreation superintendents, or such other officers or employees as they may deem proper.
      7.   They shall have the power to enter into agreements with any school board, park district, park board or other governmental body, corporation or individual to perform the duties and responsibilities which are otherwise within the authority granted to the recreation board.
   B.   Reports:
      1.   Monthly Report: The recreation board shall, on the first Wednesday of each month, submit to the village board a report of finances and activities of the preceding month.
      2.   Annual Report: The recreation board shall annually, at the last regular meeting of the recreation board during the fiscal year, and as often as they may be required by the board of trustees, submit a report to the board of trustees of their acts and doings throughout the year in which they shall set out in detail their budget, all expenditures which they have made, and the condition of the equipment, paraphernalia, etc., in their possession.
   C.   Additional Duties: The recreation board shall have such other and further duties that may be delegated to them from time to time by the president and board of trustees by ordinance, resolution or otherwise.
   D.   Powers And Duties Are Additional: The powers and duties authorized in this section shall not be deemed to abrogate any powers and duties heretofore given the recreation board, but are additional powers and duties conferred upon the board. The recreation board shall further possess those powers and duties authorized in division 95 of the Illinois municipal code, as presently enacted or hereafter amended; provided, however, that the power to tax, issue bonds, and merge or relinquish functions is specifically reserved to the president and the board of trustees.
