The zoning board of appeals is authorized and directed to exercise the same powers, duties and responsibilities which this chapter grants to the planning commission. In the event the zoning board of appeals is acting pursuant to this chapter, the references to the powers, duties and responsibilities of the planning commission shall be applicable to the zoning board of appeals.
