On all property owned by the village, including the parking lots maintained and owned by the village, all commercial activities by private citizens shall be prohibited and not allowed thereon, and all parking shall not extend for more than three (3) days without written permission from the public works director. Upon a violation of this section by engaging in any commercial activity thereon, or by parking for a longer period than that prescribed herein, the same is declared to be a violation of this section, and the person guilty of said violation shall be subject to a fine of not less than fifty dollars ($50.00) nor more than seven hundred fifty dollars ($750.00).
