8-1-5: OPENINGS IN PUBLIC WAYS:
It shall be unlawful to construct any opening or stairway in any public street or sidewalk or alley without approval from the public works director. All such lawfully maintained openings shall be guarded by a suitable strong cover or railing to the approval of the public works director. (2012 Code)
