A. Generally: The provisions of this title shall apply to the operator of any privately or publicly owned vehicle or any vehicle owned by or used in the service of any governmental agency, except as otherwise provided in this title. (1981 Code § 10.08.010)
B. Public Employees: The provisions of this title shall apply to the driver of any vehicle owned by or used in the service of the United States government, this state, the county, or the village, and it is unlawful for any said driver to violate any of the provisions of this title except as otherwise permitted in this title or by state statute.
