The Board may, by order of resolution, appoint a person or hire additional experts to assist it in administering this chapter and applications filed pursuant to the same, and the cost of the same shall be born by the applicant. Said Administrator and experts shall have complete access to all facets of the event before, during, and after the event to monitor compliance; provided further, that the designation of an Administrator, experts, and their respective estimated costs shall be specified in the permit granted.
