§ 96.02 DEFINITIONS; TYPES.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BOARD. The Village Council.
   ORGANIZER. Any person who holds, stages, or sponsors an outdoor mass gathering, or the owner, lessee, or possessor of the real property upon which the outdoor mass gathering is to take place.
   OUTDOOR MASS GATHERING. An actual or reasonably-anticipated assembly of 5,000 or more attendees, not counting organizers, agents, and workers, which continues, or can reasonably be expected to continue, for more than 24 consecutive hours within any 12-month period within the areas of the village which is held primarily in open spaces.
      (1)   An actual or reasonably-anticipated assembly of less than 5,000 persons is not an OUTDOOR MASS GATHERING and is not a land use for the purposes of this chapter.
      (2)   An actual or reasonably-anticipated assembly of 5,000 or more persons which does not continue, and is not reasonably expected to continue, for more than 24 consecutive hours is not an OUTDOOR MASS GATHERING and is not a land use for the purposes of this chapter.
      (3)   OUTDOOR MASS GATHERINGS are not land uses and do not vest any zoning rights, other than set forth herein.
   OUTDOOR MASS GATHERING PLAN or PLAN. A plan prepared by, or on behalf of, the organizer that sets forth and details the organizer’s plan to protect the health and safety of both the outdoor mass gathering attendees and the citizens and properties in the vicinity of the outdoor mass gathering, as well as access by public safety and emergency vehicles to the outdoor mass gathering.
      (1)   The PLAN shall include a traffic management plan (for both the property in which the outdoor mass gathering is to transpire, and also on nearby public roads) and an emergency first response plan for providing emergency medical first responders to participants at the outdoor mass gathering.
      (2)   The PLAN shall provide for: adequate free potable water supply, drainage, and sewerage facilities; adequate toilet facilities; adequate refuse storage and disposal facilities; adequate food and sanitary food service, if applicable; adequate emergency medical facilities and communication arrangements; adequate fire protection; and adequate personnel for security and traffic control.
      (3)   The PLAN shall contain a site plan, together with a statement concerning the outdoor mass gathering capacity. The PLAN shall be approved by the State Police (or other law enforcement agency that will have primary jurisdiction over the outdoor mass gathering), the village’s Fire Chief and the District No. 10 Health Official before the permit is finally approved by the Board.
   PERMANENT STRUCTURE. Includes a stadium, an arena, an auditorium, a coliseum, a fairgrounds, or other similar established place for assemblies.
   TEMPORARY STRUCTURE. Includes tents, trailers, stages, chemical toilet facilities, and other structures customarily erected or cited for temporary use.
