It shall be the duty of the police officers or any special officers named by the village for the purpose to forthwith seize any dog, whether licensed or otherwise, found running at large or upon any public street, alley, or other public place within the village unaccompanied by its owner or person having custody thereof, and thereupon to confine the same in the village’s dog pound to be provided upon the adoption of this subchapter.
