§ 91.07 ASSESSMENT.
   Should any expense be incurred by the Street Commissioner in removing any of the obstructions, rubbish, ashes, matter, or things from any of the streets and alleys of the village, it shall be his or her duty to keep an account thereof, and report the same to the Village Council; and the same shall become a charge against the person placing or causing the obstructions, rubbish, ashes, matter, or things to be placed in the streets or alleys in the village, and may be collected by the village in an action of debt against that person. In cases where the person placing or causing the obstruction, rubbish, ashes, matter, or things to be placed in any street or alley in the village is the owner of the premises, street, or alley in which the obstruction, rubbish, ashes, matter, or thing is placed, then the expense of the removal thereof may be levied and collected as a special assessment on the premises.
