Where zoning district boundaries may be uncertain, the following procedures and determinations shall prevail.
(A) Where zoning district boundaries follow roads, streets, highways, alleys, utility easements, or railroad rights-of-way, the boundary lines shall be construed to be the centerline of the rights-of-way or easements, unless clearly shown to the contrary.
(B) (1) Where any uncertainty exists as to the exact location of a zoning district boundary line, the village’s Planning Commission, upon written application, or upon its own initiative, shall determine the location of the boundary line.
(2) Any such determination so made by the Commission shall be forwarded to the Zoning Administrator, who thereupon shall record the determination upon the “Official Zoning District Map.”
