As stated in § 31.02 above, the effective date of §§ 31.01 through 31.06 shall be 45 days after the date of adoption, unless a petition of registered electors within the village is filed with the Village Clerk containing the signatures of not less than 10% of the registered electors within the village within the 45-day period. If a petition bearing the required number of valid signatures is filed, the question of the adoption of §§ 31.01 through 31.06 shall be submitted at the next general or special election. The ballot language for the question shall be prepared by the Village Clerk.
