§ 154.020 RULES APPLYING TO THE TEXT.
   For the purpose of this chapter, certain words or phrases used herein are defined as follows.
   (A)   The particular will control the general.
   (B)   Chapter headings that title a chapter, section, or divisions are for convenience only and are not to be considered in any way construction or interpretation of this chapter, or as enlarging or restricting the terms and provisions of this chapter, in any respect.
   (C)   The words WILL and SHALL are always mandatory and not discretionary. The word MAY is discretionary and is not interchangeable with the word SHALL.
   (D)   Unless the context clearly indicates to the contrary:
      (1)   Words used in the present tense shall include the future tense;
      (2)   Words used in the singular number shall include the plural number; and
      (3)   Words used in the plural number shall include the singular number.
   (E)   A BUILDING or STRUCTURE includes any part thereof.
   (F)   The word PERSON includes a firm, association, partnership, joint venture, corporation, trust, or equivalent entity, or a combination of any of them as well as an individual.
   (G)   The words USED or OCCUPIED, as applied to any land or building, shall be construed to include the words INTENDED, ARRANGED, DESIGNED TO USE, BE USED, or OCCUPIED.
   (H)   Any word or term not defined herein shall have the meaning as defined in Webster’s New World Dictionary.
