Special meetings of the Village Council may be called by the Village President or three Village Council members; provided that notice of the meeting shall be given, as provided by statute, at least 18 hours before the time set for the meeting; provided, further, that in cases where all of the elected members of the Village Council are present at any special meeting, then the requirement of notice shall be unnecessary and shall be deemed waived.
