For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
LOITERING. The act of standing or idling in, or about, any street, sidewalk, highway, alley, park, or other place open to the general public, including any area designated for the parking of motor vehicles, so as to hinder or impede, or tend to hinder or impede, the passage of pedestrians or vehicles.
PUBLIC PLACE. Any street, alley, park, public building, or any place of business or assembly open to, or frequented by, the public, or any place which is open to the public view, or to which the public has access.
