Any and all junk yards, as defined herein, or place where any applicant for a license proposes to operate or own such a junk yard shall, as a prerequisite to the issuance of a license, be fully concealed from public view by a substantial and tight fence at least six feet in height and constructed of boards or other suitable and flat-surfaced material.
