§ 111.05 RULES AND REGULATIONS.
   Licensees shall be governed according to the following standards, rules, and regulations.
   (A)   The licensee shall post, in a conspicuous place on the premises, the license issued hereunder.
   (B)   The licensee shall keep books of record open for inspection by any member of the village’s police force or County Sheriff’s Department or constable, in which shall be written in the English language at the time of the purchase or exchange of any junk dealt with by the licensee, or at the time any such junk is brought upon the licensee’s premises from any other place, a description thereof, the name of the party, or parties, from whom the same was purchased and/or received, and the day when the purchase or exchange was made.
   (C)   No licensee, nor his or her agent, servant, or employee, shall purchase or receive by sale, barter, exchange, or otherwise, any article mentioned in this chapter from any person between the hours of 11:00 p.m. and 6:00 p.m., nor at any time from any person who at the time is intoxicated, or who is a known habitual drunkard, nor from any person known by the licensee, or his or her agent or servant, to be a thief or an associate of thieves or receiver of stolen property, or from any person he or she has reason to suspect of being such.
   (D)   Any licensee shall, at least once each month, prepare and mail to the Commissioner of the Department of Public Safety at East Lansing a sworn statement of all purchases of junk and/or refuse material made by the licensee, and a copy thereof shall be delivered or mailed to the Village Clerk.
