§ 51.04  WATER METER DEPOSITS.
   (A)   The Town Council hereby requires from each new owner, lessee, or user of property in the town, prior to receiving water service from the town, a deposit of $80. The Clerk-Treasurer shall collect and retain such deposits in a separate fund.
   (B)   The Clerk-Treasurer shall refund the deposit, less any outstanding penalties, to the depositor after receiving a notarized statement from the depositor stating the date service has been terminated or that the service has been transferred to another person and upon providing the name and address of the person to whom the property is transferred and the name and address of the depositor.
   (C)   The Clerk-Treasurer may apply all or a part of such deposit toward any unpaid fees, services, damage, judgments, costs, and/or collection fees.
   (D)   If said deposit is not claimed within seven years after termination of services, the deposit is forfeited to the town and becomes the property of the town without recourse to the original depositor.
