(A)   The Town Council is established as the Purchasing Agency for the town.
   (B)   The Purchasing Agency shall have all powers and duties authorized under I.C. 5-24, as amended, as may be supplemented from time to time by ordinances adopted by the Town Council and the rules and policies of the Purchasing Agency.
   (C)   The Purchasing Agency shall act as the purchasing agency for every agency, board, office, council, or department of the town.
   (D)   The Purchasing Agency may designate in writing any employee or elected official of the town as a Purchasing Agent.
   (E)   The Water Superintendent, Wastewater Superintendent, Street Superintendent, Town Marshal, and the Clerk-Treasurer are hereby designated Purchasing Agents for all routine supplies and materials except those involving public works projects.
