It shall be the duty of the Animal Warden of the town during the months of April, May, or June to examine all available public records to ascertain the names of all persons living in said town who own a dog, to compare such records with those persons having dogs licensed by the town, and to send an official warning to these persons known to have a dog which is not licensed of their violation of this subchapter. Such findings of the Animal Warden shall be the identified complaint.
