(a) No person shall use, open, damage, draw water from or otherwise tamper with any fire hydrant located within the Municipality. No person shall alter or change the grade of the soil surrounding or adjacent to a fire hydrant or place any materials against or around any fire hydrant if the result is to hinder the prompt and proper use thereof.
(b) These provisions shall not apply to officials of the Municipality, the Fire Department or the officials of the City of Toledo or their authorized agents, in the proper performance of official duties, nor shall the provisions apply to any persons who have first procured authorized agents to make use of any fire hydrant located in the Municipality, provided the use is limited to and in conformity with the special permission granted.

(c) Whoever violates this section is guilty of a minor misdemeanor.
