(a) No person owning or having the right of use of any land shall place, cause to be placed or allow to remain on the land, any fill material without first having obtained a permit from the Zoning Inspector or his or her agent.
(b) No material, other than material authorized in a permit issued in accordance with section (a) above, shall be used as fill.
(c) Whoever violates this section is guilty of a minor misdemeanor.
