521.10 FENCES OR WATER-COLLECTING AREAS, BORROW PITS, QUARRIES.
   (a)   Other than natural waterways, drainage and swimming pools as defined in the Municipal Code all borrow pits, quarries or other depressions in land within the Municipality whether natural or man-made that collect and hold water from any source to an average depth of one foot for a period of fourteen consecutive days or longer shall be protected by the erection and maintenance of a fence surrounding all areas thereof not otherwise protected by abutting structures. The fence shall not be less than six feet in height, woven wire construction with a maximum of two-inch openings and of a design and construction to be firmly affixed in the ground in order to prevent the penetration through or under the fence by any person. All fence openings shall be provided with a sufficient gate and locking device.

   (b)   Any person, firm or corporation failing to comply with this section shall be deemed guilty of a minor misdemeanor for each violation thereof. Each twenty-four hour period shall constitute a separate offense.
